The site is located between military facilities along the water and an up-incoming residential district. It also borders a main thoroughfare into Halifax. When approaching the building, it is elevated on plinths

It draws the viewer into the library along a suspension bridge or under the belly of the building into the public space. The program combines contrasting activities- noisy and kinetic vs. static and contemplative. The structure is a series of frames and thresholds within a transparent glazed skin that accentuates a train’s kinetic movement through the building.
