Firstly I usially do an outline, think about pose,ratio of large and small, composition (maybe its not so noticeable but here I also used rule of thirds)
Second step is colour. I chose the four main colors on the color wheel: three related and one contrasting
I filled the whole white space, now it's time for light and shadows
Finally — contrast, color correction, film effect, frame, some small parts:
