A stronger and closer relationship between the animal shelter and pet lovers should be built, in order to create more interaction and communication which can encourage more people to adopt pets from animal shelter.

In order to achieve these three goals, animal shelters must build more interactions with pet owners and pet lovers. When what animal shelters can provide meets what the public need, the gap can be closed and a new win-win relationship is built.
