I decided to have a go at re-desinging major aspects of the Android Permission System. This is what I did
This is the Google Play install page. I changed it to be two-tabs by default, one to show the "important permissions", a la those you should care about, and the rest of them like "access network state" which doesn't really matter.

It's also grouped with traffic lights, with red for the ones you need to check over, and orange for those you should but isn't 100% important you check over.

Also, they are categorized with images and headings so they are together and not all over the place. 

Finally, a button at the bottom allows you to switch to the "All Permissions" view, as it keeps the users current flow they are used to.
