The aim of the BICA project is to support the citizens of Curitiba in accessing clean water. The project also reflects on the law proposition n° 044.00683.2014, presented by alderman João Galdino de Souza (PSDB, Curitiba) in 2014.
This law-proposal suggests installing drinking fountains in busy public squares and places, in order to provide free access to water and to promote health and well-being.
In the 90s, the World Bank promoted the privatization of water distribution for profit making.
Since then, the production and consumption of bottled water have been causing numerous problems including the scarcity of the pure water reserves that should be for common use. As a result of waste production, severe chemical contamination, social and environmental damages applied. Beyond that, due to the abusive pricing, the costs of the production of bottled water can be 2000 times higher than of the tap water.
Only in year 2014, around 260 billion liters of water were distributed in plastic bottles, which seems pointless since the high quality water – listed among Brazil’s top 10 cleanest – provided by the Paraná State Water Company (SANEPAR) could also be utilized.
Based on social and environmental design, BICA is a product created to improve access to clean water. As a drinking fountain using water treated by SANEPAR and installed at one of Curitiba’s main square, BICA can praise the rescue of cultural memory of the old public water fountains and foster citizens’ values and identity related to their native land. BICA also reflects on solving a basic and common need of a modern urban community, considering the access to clean water as a human right.
