Partnerships of National Congress of American Indians

The tribal chairman of the Pechanga Band of Luiseno Indians since 2002, Mark Macarro also serves as a board member on the Native American Rights Fund, among others. The alternate area vice president for the Pacific region of the National Congress of American Indians (NCAI), Mark Macarro was ranked 39th on a list of California’s top 100 political movers and shakers.

Since its founding in 1944, NCAI has worked to serve the broad interests of the governments and communities of American Indians and Alaska Natives. Through its partnerships and initiatives, NCAI helps communities and nationwide education and information campaigns.

- Established in 1999, the Tribal/Interior Budget Council includes two representatives from all 12 Bureau of Indian Affairs regions. The Budget Council helps clarify and develop the budgeting process in a way that addresses the needs of each tribe.

- Developed in response to negative legislative decisions, the Tribal Sovereignty Protection Initiative was formed in 2001. All of its component parts—the Tribal Supreme Court Project, the Federal Judicial Selection Project, the Legislative Committee, and the Education and Public Outreach Committee—are dedicated to protecting tribal rights and sovereignty.

- Since the 2010 passage of the Affordable Care Act and its companion, the Indian Health Care Improvement Act, the Tribal Health Care Implementation initiative is a partner in the smooth implementation of both acts. Providing weekly updates, it also trains people on how they will affect each tribe.
