First off youre going to want to duplicate the image then on the copied image youre going to want to hit (hue: +32) saturation: +34) hit ok,

Now just simply with the erase tool erase the background of the saturated picture.

Next decrease the opacity up there to 14 pick any circled brush turn the hardness off to 0 size to watever image youre going to use to fit his cheek and pick a red color now youll see when you paint over his face its not to heavy.

find whicheher ever lighting bolts you like to make it glow with blue simply click layer look for outer glow and mess with the color the default color will be a light yellow just change \it to a blue and thats all youre done. easier done than said lol
