Michaela,
Your inner circle is always private and people have to request to join it and you can invite people. It's intended for you to gather all the people you have worked with, collaborated, who's work you truly admire. If you want a public circle you'll have to create a new one in Circles> Create Circle

Hi,
How can I put my circles 'public'?
It is 'private' as default and there is no other option in 'edit circle' to put it 'public'.
