They use their annual report to illustrate the immediacy and relevance of their mandate. 'Bad Words' offers a powerful statement about freedom of expression in less than democratic societies. Words represent ideas. Ideas are thus seen to be dangerous in the context of repression. In some parts of the world, people are jailed for using words that otherwise seem innocuous to people who enjoy freedom.
